That's not correct. The user has the same control in each case. Copying the selection can be forced by pressing CTRL.
That is not what your original patch did. It forced drag to always mean move. It is not what your feature request asked for: "property to define whether selected text is copied or moved when it is dragged inside Scintilla". Choice of drag behaviour occurs during the drag. It should not be defined by an if statement around gtk_drag_begin.
So, the matter is only to change the default behaviour and again, adding a message or a property (for me it doesn't matter which one) should not be a problem but improves Scintilla and make it more flexible IMO.
