Out of curiosity, what are the advantages of having to manage the
undo stack in the container application? Different granularity?
I need in my editor application an own undo management to be able to
undo non-Scintilla changes like changing filetype, changing encoding
and so on. These actions take place outside of Scintilla, so I can't
use Scintilla's undo system for them. And when having my own undo
implementation, I need some notification from Scintilla, when inside it
a new undo action is available to add it to my system.

Was that clear enough?  ;-)
I have a fully working and long tested implementation of that in Scintilla (1 year without bugs)

are you interested that I submit it here, so that everyone stay with this single implementation?
