Is there any way I can make it do this for some file types?

I believe this one is composed by Windows mixing the sheet of paper
with the reduced SciTE icon.
I think it makes it by default for files associated with a given executable.
Well, I prefer the original icon to the created one, less readable,
but it is a matter of taste.
Sorry, I will make a lazy answer: take a file where you have the icon
you want. Look its extension in the registry, eg. the .xxx extension. It
will refer to a filetype, eg. xxxfile. Look at this registry key, it
probably have all you need to copy. Export this key, edit the .reg file
to fit your needs and merge it back to registry.
My guess is that actually you don't have to do anything, just make sure
there is no DefaultIcon key, and that the shell/open/command/(Default)
key points to SciTE, it should work.
