Alt+Shift+Up/Down are already used for rectangular selection...
Rectangular selection is strg + shift + up/down.
No, it's Alt+Shift+Up/Down (at least on my computer running Windows XP).
Ctrl+Shift+Up/Down behaves like Shift+Up/Down.
