Are you sure there is not something to changed, in SciTE or on your system, changing the behaviour of Shift+Tab?

On my system, when hitting Shift+Tab, if I am inside a line the caret moves back to the length of a tab. And if I am in the indentation area, it dedents of the length of the indent setting.
So it is OK for me.
