It is in CVS now but it seems to take 30-90 minutes for
changes in CVS to propagate from the private to the public CVS.

In case you are actually using SciTE for OCaml work (rather than just
turning in helpful error reports on failed builds), note that there
are some new/renumbered styles, so you might want to get the new
caml.properties file from CVS. :)
I will mention this on the OCaml list when 1.67 is released.
