I have an idea : maybe you could use a <group></group> tag. It's not in the html reference, but do you really mind ?
<group title=Title1>
   <h2>Title1</h2>
   blablablah
</group>
And then you can fold on the <group> tag :-)

So here the scenario:
- I have a long XHTML document
- The document is subdivided in sections using H1 H2 and H3 tags
- I want to edit and reorganize it in a simple manner
  (currently to move a <h2> section I should:
    - find the h2 to move
    - mark it
    - go to the end of this h2 section
    - select the whole thing and ctrl-X
    - find the correct place where to put it
    - ctrl-V
- To be clear, I want to do something like MS Word outline view

So seems that SciTE is not the right tool. Currently I'm trying Amaya <http://www.w3.org/Amaya/> that promises to be exactly what I need.
