I think this is a problem with Windows XP and not SciTE.
My experience is that "Open With" is not very reliable.
For example, it doesn't support additional options that some programs
need to open a file (these programs register their options,
but "Open With" doesn't care about it).
In your case, I guess that WinXP stores somewhere in the registry
the old location of SciTE, but hides it in the selector because
the executable no longer exists. When you select the new executable,
WinXP thinks it's the old program.
I've always had SciTE in "C:\Program Files\wscite\" and never experienced
this problem with Win98, WinXP nor WinXP SP2.
