This is a "limited" reply... the "global config" at the link you post is both a little out of date (6 lines shorter than current) and not "standard" in the sense that different entries are present vs commented out and vice versa.

If the differences are just your own changes, you might consider making them in SciTEUser.properties instead, so that it is easier to pick up changes in the global one when they happen. In any case, a current version is easily obtained in a 1.68 release package or from CVS.

#find.mark=#0000FF

is from the 1.68 SciTEGLobal.properties. Note that it is a *color*, so 0 or 1 may not be the most useful possible settings. :)
