Using SciTE 1.68 on Fedora Core 4 with GNOME 2.10, I used Open With | Open with Other Application to set the opener for .cxx file to "SciTE" and everything worked OK. Possibly you have a custom open command set or are using a file manager that is trying to use the drag and drop protocol combining the file name with a "file:/" URL.
