Code page 866 is not supported in OUTPUT.code.page setting.
As I said before code page 866 is only supported for multibyte character sets. 866 is not a multibyte character set. Therefore, 866 is not supported for code.page or for output.code.page. If you set either of these to 866 then you may see failures or poor performance.
