SciTE has always defaulted to putting those files in
SciteDefaultHome (not SciteUserHome), which I've
belatedly realized was probably not the intended
behavior.

  Yes, fixed in CVS now.

I was originally trying to allow for individual
properties files in sub-folders within SciteUserHome.
Since the standard dialog boxes are prevented from
seeing the C: drive on the Blades, this approach would
have been somewhat unwieldy to use, so I wanted to
point SciteUserHome to the user's individual network
drive instead.

  Can't you wrap SciTE in a batch file with a save, set and restore
of USERPROFILE?
