Resource Hacker takes apart the resources from executables (exe, dll,
and more) to show and allow you to make some changes to the resources
that executable file is using...
But I am not sure where you are going with this - SciTE does not have
any "toolbar icons" - or on menus or anywhere else, except for the
single app icon itself (in multiple sizes and colors). This is true
at least for the stock versions on Windows and Linux.
Getting an app that does not use toolbar/menu icons to use them is
likely going to take a bit more than Resource Hacker. ;)
You might look at some of the other editors that use Scintilla - I
think a number of them have a more colorful shell than SciTE. Look at
the "Related" sites on the Scintilla site.
