I will comment that the [relatively new] Ctrl-Tab ("Z-order") handling in SciTE was contributed by Martin Stone in March... with that as a context,

1) the data structures used by that change could likely be used / expanded upon, and

2) thought should be given to how something like this proposed feature (altering the buffer presentation order) will maintain the logical buffer order used by Ctrl-Tab

3) at the least, any patch (or Lua script) should not interfere with the operation of Ctrl-Tab
