Well, that was enlightening! I proceeded to investigate why it doesn't look orange for me. It turns out it was because I had reset the "windows and buttons" appearance to "Windows Classic Style". (Display properties/Appearance/Windows and buttons). Restore the setting to "Windows XP Style" and the orange in the tabs (and in OK buttons when the cursor hovers, etc.) reappeared.
