I have a copy of 7816-4, but ....
there is also a CLA-Byte for command-select. 
7816-4 reserved CLA 0x, 8x, 9x, Ax and B0-CF  to be defined in this part.
The "x" in the CLA 0x/8x/9x is for secure messaging and multi logical 
channels. ( 10-7F are RFU )
Corresponding to ISO7816-4 (5.4.1) a card can activate with all CLA from 
above and a INS=A4 with a select, but i know no card with will be do it
with an other then CLA=00, or not?
When we change to CLA D0-FE, we could have also problems with programmed 
cards, like card-loading functions.
(D0-FE  are for proprietary structure and coding of commands)

But ;-))  the range 10-7F for CLA is RFU..   
If your CSP will be standard, we are at the right place, or not?  ;-)))

Has anybody a card, with will be response to an ISO-Command with an other
then 0x ??

I am using CLA B1-B3 for my commands.
