I'm a developer of the smartcard netlogin package and glad to hear that it should be supported by Debian. At the moment I'm in contact with Matthias Eckermann who works for SuSE and is their maintainer of most (all?) smartcard related packages. But with some minor changes on some configuration files you should be able to use the package one a stand alone workstation without network support.
