I believe what Irina is stating is the Cyberflex card starts communicating at Fi and Di immediately after the ATR, which indicates the ICC is in specific mode even though TA2 is not present.
Cyberflex communicates at default after reset (per 7816-3), which makes me think Irina is saying the exact opposite. That is, the reader is communicating at Fi, Di but the card is communicating at default.
