T=0 is character-oriented protocol
T=1 is block-oriented.

find ISO7816-3

in practical terms, you have to see what protocol does the underlying 
architecture adheres to. For example, in Singapore, most of the cards 
are T=0 and in japan most of the cards and terminals are T=1.

And up to today, the general agreed norm would be for the terminal to 
accept T=0, T=1 + T=?? cards depending on applications and for the card 
to talk their specific T=0 or T=1. There are methods for describing this 
T=0, T=1 protocol type selection in the ISO docsuments.

on a technical note, they are just two standard methods of handling data 
transfer.
