The centos-release-scl and -rh RPMs shipped in CentOS Extras that point to the SCLo SIG's repos are now stored at this location:
https://github.com/sclorg-distgit/centos-release-sclo There's a master branch for EL7 and a separate 'el6' branch as EL6 has some EVR adjustments, so ensure when building that you use the right one.
