For the sclinux mail lists we run qmail with ezmlm-idx and ezmlm. I also have Spamassasin and Razor setup on the lists to try to stop spam. The anti-spam stuff is stopping about 1500 to 2000 spam messages each week (I run about 4 domains, a half dozen email boxes and the sclinux lists on the box). The list management tools run on the command line, but there are probably tools out there that provide a web interface to the tools.

These mail list programs were pretty easy to get setup and basically manage themselves once they are running. I can get you the details of how I did this if you want them.

You could also investigate using some web-based, public list servers. I don't know much about them, except that they are out there. If you went that way you wouldn't have to setup a box, but I'm not sure how reliable they would be. Also, you never know how long some of the server companies are going to be around or if they have enough bandwidth. I would bet that setting up your own box might be one of the more reliable ways of doing this.
