A client "getting" email using is done via another protocol, such as
POP3.  POP3 uses port 110 and I do not think cableone is blocking this
port.

Only mail servers (with a MTA) use SMTP (port 25) to send mail from
server to server.

Clients do not retrieve mail over port 25.

so to clarify cable one is blocking incoming and outgoing port 25. the
reason why is i may be setting up someone on cable one who wanted to get
mail from a mail host not on cable one.
