Nevermind. I think I got it. If anyone's curious I'm using mpg321 and oggenc.
mpg321 --stereo -w - filename.mp3 | oggenc -i - --resample 44100 -o filename.ogg --stereo is to force stereo output "-w -" tells mpg321 to write a wavefile to stdout piped though oggenc "-i -" is input from stdin and we resample to 44.1 khz.
