You want a cygwin app called cygrunsrv, It is a wrapper in esence to run cygwin based 
daemons under windows service control.

A good starting point to get cron running is actually from the mailman on 2000 FAQ:
http://www.python.org/cgi-bin/faqw-mm.py?req=edit&file=faq05.002.htp

Just extract the "cron" setup info from there.
