   Open source utility?  Humm..... 

  If you wish to program the actual utility (in python :)) there are a number of
tools (plugins) that you can use.  
  http://www.amk.ca/python/code/crypto.html
  seems to give you many choices of kinds of encryption.

  I would keep the passwd database in plain.txt and encrypt it using Bla.py and 
decrypt it
using the same Bla.py
