I helped with the ClearCase implementation of the SCM thing, but I'm using base ClearCase, not ClearCase LT. It is currently not supported (I also don't have ClearCase LT, so I couldn't even if I wanted).
Best is maybe to look at the source files of the maven-scm-provider-clearcase (http://svn.apache.org/viewcvs.cgi/maven/scm/trunk/maven-scm-providers/maven-scm-provider-clearcase/) and see what happens for each scm operation.
