Currently, we just allow bugster-based bugs in the various tools, and we should
now allow for the open bug tracking tool. This means:
- 'hg nits' and other checking tools need to recognize d.o.o bugs and query
the right place.
- 'webrev' needs to know how to make links for both kinds of bugs in
comments.
Obviously, webrti needs to know about these bug numbers as well, but it's one
step at a time.
