Since we don't have "hg reset" (see bug #259), I can see users trying to do a
backout to get their repo to a clean state. (Other mechanisms are possible, of
course, like creating a fresh clone from the parent, or doing "hg pull -r" from
the munged repo. But users might not think of them, or they might not want to
download over a slow link.)
So I'm going to mark this as milestone: tools putback, but I could probably be
talked into deferring this to ON migration.
