Hg decides a working file is modified if its mtime, size, or (important) mode
differs from that recorded in the dirstate.

The granularity of the OS mtime is thus important to it.  It's possible that in
restore, when applying bundle then patch (or just in general), we may miss
files that don't change in size or mode, and are patched within that
granularity.

I'm having trouble verifying this is in fact what's happening to a test case I
have, but want to record it here to make sure it's noted before I go digging
further.
