Currently, if you attempt to use cdm when the parent and child workspace have
no relation to eachother, it will abort, and tell you so.
In the case where this lack of relation is due to the parent not existing, and
the child having no committed changes, this is the wrong thing. It should use
any extant uncommitted changes as it would on any other revision of such a
workspace.
