So, should we honour the reci despite the fact you did nothing?
(it shouldn't be problematic).

In other words, should I instead check whether you have outgoing changesets,
regardless of whether you made changes?

Should I error in a way less likely to confuse you?  My assumption has been
that this was an error condition, and, obviously, allowing people to putback a
null change seems like a bad idea.  But if we can hone when and how we fail,
that'd be great.
