off-list.)

I finished reviewing the TOI email from Steve.  One correction to my
earlier mail: the per-repo hgrc is usually a symbolic link, rather than
a copy.

Steve and Rich have both started work on using gate hooks for
pre-putback checks (aka enforcement).  Steve had set up a test_stevel
repository on os.o, with a modified hgrc and modified Python source.
I've attached the modified files.  The hgrc entries under [gate] are
used to control the different checks.  We don't need this for SFW, but I
wanted to make Steve's stuff more visible, especially so Rich can look
at it.
