'hg rtichk' will fail, right now, and tell me I'm not on SWAN. That code,
however, is in cdm, not the RTI check.
The rtichk itself, however, tells me this:

Which is entirely true, but the check can't possibly know that, if it doesn't
know the answer (or is otherwise unable to discover the answer) it should say
that, not take a vaguely safe guess.
In theory, the DbLookup knows this (and various other, useful, error
information). It just utterly refuses to tell the user.
