Once the SCM migration is done and onnv-gate has been switched to Mercurial, a
follow-on putback needs to be done that should be a simple 'hg rm
deleted_files' to remove them all from the workspace.
Assigning as P4, since it's not a "stopper" since it shouldn't in fact be done
until after the migration.
