In the same way as bug #398, hgsetup will need the real paths to the ON gate
when (or before) ON moves.
it currently contains the correct alias for the gate (with anon@) but a SWAN
alias for usr/closed is added if the user is on SWAN, this points to he closed
tree on tonic-gate (if that is no longer present, this should be fixed now to
point to the real, temporary, closed gate location).
milestone is set to migration, to match bug #398, though it perhaps should
happen for putback (do we want to add a sfwnv-gate alias?)
