Currently webrev requires that putback comments are wx-style: that is,
they have no blank lines in the comments themselves. When we're using
flist_from_mercurial, this doesn't really make much sense: we can choose
what kind of delimiter to use, and allow comments with blank lines.
This is particularly important for the Xen gate where the changelog comments
for MQ patches are not of ON-style.
