cdm used to be able to track files as 'unmodified'.
This worked such that a renamed or copied file would be 'unmodified' if there
were no other changes to it, and content checks and the like would not be run
against it.
This was replaced with them being tracked as 'added', it'd be nice to restore
the prior behaviour.
