webrev's file permission tracking fails for files in the workspace root, as
$DIR is empty, so it tries to find "/$F" rather than "$F".
That logic is confusing me in general, right now (is the diff step necessary?
can't we just look in the manifest? Why does the manifest forcibly make both
modes the same?
