I've updated my fix for bug #440:

  440 Need exactly one implementation of scm sniffing.

This addresses Rich's comments about lack of checks for known but not
supported SCM systems, typo in which_scm.1, and John's comment about
the typo in sdrop.sh.  The changes since the last review are:

(I can't seem to do a webrev -p.  I've filed bug #473 for that.  Note
that the diffs above include diffs for 458, because I just merged with
that change.)

I've redone the testing, and I've done full builds, including a
nightly build using a workspace seeded with the internal closed
mercurial gate and an automatic hg pull via nightly from the open
gate.
