Previously, cdm used to prevent a recommit that didn't involve any real file change, bug #368 requested this be adjusted, such that recommit worked if there were active changesets, regardless of whether or not there were active files. It seems logical and necessary, to me, to prevent the putback of a changeset that makes no changes. The first step in this (this one) but be to warn you of such in 'pbchk', with hooks being implemented (when hooks are there), to actually block such an act.
