While we would like to allow multiple changesets in a single putback, we only
wish to do so if it is done correctly with no bug referenced in more than one
changeset, only changesets with valid comments, etc.
This, in practice, catches merge turds (because they rarely have appropriate
comments). However, we should explicitly check for merges, and complain.
