When I was doing the migration of the gk tools to support
1.3.1, this was the big sticking point which resulted in
periodic/lockfilewhiner.py being created.

So - is your development gate hosted on a box that's running
hg 1.3.1, and you don't have the tools updated on that box,
then I would expect you to come across this problem.

Alternatively, have you updated your gate's hgrc file? The
pretxnchangegroup hooks don't include bghook any more. Have
a look at
