You should manually install the glue for a project. You should not
install it "per bug". You don't need to install the glue for each bug in
your bugzilla's database.

The example shown here may be confusing:

... because of the "--bug=770" argument. That is not the only bug the
glue will work with. That is the bug the glue installer will use to
commit the glue in your repository. The glue installation itself should
also be recorded in the bugtracker (even though it currently isn't).

First, you have to manually install the glue once for the project.
