You should manually install the glue for a project. You should not install it "per bug". You don't need to install the glue for each bug in your bugzilla's database. The example shown here may be confusing: http://files.mkgnu.net/files/scmbug/SCMBUG_RELEASE_0-18-3/manual/html-single/manual.html#FIG-GLUE-INSTALLER-EXAMPLE-SUBVERSION ... because of the "--bug=770" argument. That is not the only bug the glue will work with. That is the bug the glue installer will use to commit the glue in your repository.
