But you don't need it.

You shouldn't need to build Scmbug from source. Wouldn't you be able to
install directly from .deb or .rpms ? Those are available in:

http://files.mkgnu.net/files/scmbug/SCMBUG_RELEASE_0-19-7/rpms/
http://files.mkgnu.net/files/scmbug/SCMBUG_RELEASE_0-19-7/debs/

But if you really want to install from source...

...This means you won't be able to make public releases of Scmbug. This
is *MY* job! You only need to compile it and install it. So after this
message just run:

$ make
$ su
$ make install

I don't understand what you mean. Do you need to upgrade Bugzilla ?
Scmbug would work with both 2.20 and 2.22.
