But you could execute it from a Linux/UNIX machine. It will still
contact the daemon that runs on Windows.

I would say that finding the required applications may be better than
writing the tool all over again "In Windows". 

If for example you installed Cygwin and Scmbug, you could run the vdd
generator in Windows.
