There's no way to kind of "automatically detect" this problem but we
could develop a scmbug_check tool that inspects the configuration of a
repository and tries to alert a user of possible path issues. There are
no errors in error.log because error.log is a file that the Daemon
writes to -- not the hooks. If the hooks are not enabled or not executed
correctly apparently Subversion does not report this. Perhaps this
should be implemented by... Subversion ? But in any case, I can see the
argument that as an integration tool we could try to make the admins
life easier.
