Jun, there's currently no way to disable insertion of tag names coming in from private developer branches. What you are asking, this flexibility to define when label names should be inserted, was somewhat proposed in the past in: http://bugzilla.mkgnu.net/show_bug.cgi?id=859#c4 And also this seems relevant. http://bugzilla.mkgnu.net/show_bug.cgi?id=548 But they haven't been implemented yet.
