I cannot reproduce this error using 0.19.17 if I try to configure in a similar way (sending the installation in $HOME). Does the following work: $ chown 999 32899 /5home/tinjaw/svn/sandbox/hooks/etc ?? I wonder if perhaps you don't have rights to change the group permission. In which case you could modify Glue_Installer.pm to only chown a user, not a group, and let us know if this works.
