I tried hard coding in an error to get it returned from
integration_add_comment in this case:
return 1, "There was an error issuing the Test Director request
on integration_add_comment.\n";
And it never got reported back.
So I don't think this one is just down to the Bug tracking system.

it seems similar to bug 320. I believe the issue is that bugtracking
backends don't report back an error if indeed appending a log comment
failed, so the glue has no way of knowing that there was a problem. If
they report it, then it will show up in the TortoiseSVN messages.
