It's because of a new feature introduced with XP SP2, the IE marks all downloaded files within a NTFS-Stream with the Source of the file and the security zone it came from. If the zone isn't trustable, the Explorer will try to prevent some damage from the user. It seems that for zip-files it's always necessary to manually allow the extraction, regardless of where you downloaded the file. I added the download page to the trusted sites, but it didn't make any difference. The help page said something about a check box in the properties dialogue of the file to allow extraction, but I couldn't find that.
